The shooter who killed Israel Jimenez Lugo on Hastings Hill in St. Johnsbury changed his plea in Caledonia Superior Court. Rafael Rodriguez, 36, pleaded guilty to manslaughter, burglary, and a violation of probation on Monday morning. He was then sentenced by Judge Michael R. Kainen, who adopted the plea agreement, to 9-15 years in prison with credit for time served. Rodriguez then apologized for the shooting.
