CONCORD — Senate Bill 217, which would help North Country schools to recruit and retain staff, is inching forward. House Finance Division II voted 5-2 to recommend the bill to the full Finance Committee. SB 217 aims to establish a “Rural and Underserved Area Educator Incentive Program.” Under the bill, teachers would receive a bonus stipend in exchange for teaching in one of the state’s 104 rural or underserved public school districts.
