If you’re confused by the Town of Carroll’s efforts to withdraw from the White Mountains Regional School District, you’re not alone. After district voters rejected the proposal by a 3-to-1 margin in March, Carroll filed an appeal with the New Hampshire Board of Education requesting a revote. Now the state board must decipher the arcane law that governs the uncommon appeals process. The most confusing part: The law requires the state board to conduct an “investigation” but offers no parameters. After requesting a legal opinion in April, and not getting much direction, the state board on Thursday shrugged and ordered the Department of Education to perform a formal investigation of the March vote
